Broome Community College Is Requesting
Expressions Of Interest For Rehabilitation Of Alms House

-Notice Is Final Opportunity For Interested Parties To Come Forward With Rehabilitation Plan-

(TOWN OF DICKINSON, NY) Broome Community College is requesting expressions of interest from parties interested in the rehabilitation and renovation of the Alms House, which is located on campus.

“Over the course of the last several decades there has been a great deal of discussion and debate as to what to do with the Alms House,” said BCC President Dr. Laurence Spraggs. “The College’s Master Plan currently calls for demolition because the condition of the building. We are at the point where immediate action is needed. This notice is the last opportunity for any and all parties to express an interest to not only save the building, but provide the necessary funding to rehabilitate and identify a use that is compatible with College needs.” 

The Alms House was initially constructed around 1870. It is a brick structure with internal and roof structures of wood. The building was last occupied in 1998.

Expressions of Interest shall include the following: A proposed Site Plan, a proposed Schematic Concept for the site and structure, a statement of commitment and assurances that your organization has the administrative and financial resources necessary to complete the rehabilitation and renovation of the building. Attach your organizations most recent financial statement or certified audit. Items that also must be included are a schedule for all tasks necessary to complete the rehabilitation and renovation of the building and occupancy of the structure, proposed use of the building, efforts to retain the historic nature and appearance of the exterior of the building, lease terms and conditions and a plan for long term maintenance and preservation of the building

“The College has on multiple occasions requested proposals for the rehabilitation of the Alms House,” continued Dr. Spraggs. “While there continues to be a significant interest from multiple parties and organizations in saving the structure, the sticking point has always been securing the millions of dollars necessary to restore the building. The College is committed to working with the County and community to offer as much assistance and opportunity as possible. The College feels it’s important to offer one last opportunity to the community to save the building.”

A legal notice will appear next week in the Press & Sun Bulletin. Broome Community College reserves the right to grant preferred status to organizations that propose the best use of the building that is consistent with the mission of the college.

A public briefing will be held for interested parties on May 30, 2007 in Room 201 of the college’s Decker Health Science Center at 10:00 am. Organizations must reserve a seat at the briefing by sending a letter of interest to John Hastie, Purchasing, by noon, May 25, 2007. Letters of interest may be faxed to John at (607) 778-5342. 

Expressions of Interest will be accepted until 4:00 pm local time June 29, 2007. Submittal shall be to John Hastie, Purchasing, Room 120 Campus Services Building, Broome Community College, 907 Upper Front Street, Binghamton, NY 13905 as a physical address or to John Hastie, Purchasing, Broome Community College, PO Box 1017, Binghamton, NY 13902.
