Constitution
Article I. Name, Purpose, and Mission of the Organization
Section 1. Name
The name of this organization shall be the Broome Community College American Society for Engineering Education-Student Chapter (BCC ASEE-Student Chapter)
Section 2. Purpose
The purpose of this student chapter is to promote and develop an interest in engineering, engineering technology, engineering design, and engineering education.
Section 3. Mission
The mission of this student chapter is:
- To foster student interest in future careers and study in engineering and engineering technology.
- To provide services to prepare members for a career in engineering and engineering technology.
- To develop relationships with local schools (K-12) and aid them in promoting engineering as a career model.
- To encourage engineering undergraduates to continue their studies at the graduate level and to encourage engineering education as a career choice.
- To assist and encourage women and minorities to study and seek careers in the fields of engineering and engineering technology.
Article II. Membership
Section 1. Accessibility
Membership and participation shall be free from discrimination based upon race, religion, ethnic group, national origin, handicap, or gender.
Section 2. Student Membership
Student membership shall be open to all students at Broome Community College interested in promoting the purpose and mission of this chapter. Student membership of ASEE is highly encouraged and is required for all officers.
Section 3. Associate Membership
Associate membership shall be open to all staff, faculty, and members of Industry Advisory Boards at Broome Community College that are members of ASEE.
Article III. Officers, Executive Board and Faculty Advisor
Section 1. Executive Board
The offices of Chairperson, Vice-Chairperson, Secretary, and Treasurer shall be members of the Executive Board. The Chapter Faculty Advisor shall also be a member of the Executive Board.
Section 2. Term of Office
The term of office shall be from June 1 to May 31. Officers appointed during a term will have their appointment expire on May 31, unless re-elected for a new term.
Section 3. Election of Officers
Officers shall be elected by a majority of those present at an appropriate meeting held in the February of each year.
Section 4. Faculty Advisor
The Chapter Faculty Advisor shall be an Associate Member. The Advisor shall have an indefinite term in office.
Section 5. Resignation
If a member of the Executive Board resigns during a term, the Chairperson shall appoint a replacement member as soon as possible. The Vice-Chairperson shall act on behalf of the Chairperson, if the Chairperson resigns, until a replacement is appointed.
Article IV. Meetings
Section 1. Meetings
Meetings may be scheduled weekly, monthly or as needed. An " election " meeting must be scheduled in May for the purpose of electing officers for the next term.
Article V. Officers and Duties
Section 1. The Chairperson's Duties
The Chairperson's duties will include:
- formulating a yearly agenda including a list of activities and events.
- presiding over regular and special meetings for the chapter.
- representing the Chapter at college, community, and national events, where appropriate.
- creating positions or committees as needed to perform the duties of the office.
- insuring that activities of the Chapter are managed under the guidelines of the constitution and bylaws, and the policies of Broome Community College.
Section 2. The Vice-Chairperson's Duties
The Vice-Chairperson's duties will include:
- assisting the Chairperson in achieving the goals and objectives of the Chapter.
- assuming the duties of Chairperson in her/his absence.
- acting as liaison between the Executive Board and all regular, special, and/or temporary committees.
Section 3. The Secretary's Duties
The Secretary's duties will include:
- maintaining written correspondence with on-campus and off-campus organizations as needed.
- recording events and activities performed by the chapter.
- keeping minutes during meetings and documenting a record of those minutes.
- preparing an annual report for the college and the parent organization.
Section 4. The Treasurer's Duties
The Treasurer's duties will include:
- keeping record of the student chapter funds and making expenditures in a legal manner, according to chapter and college policies.
- compiling and presenting a monthly financial report annual of the chapter.
- compiling and presenting an annual financial report annual of the chapter to the college and parent organization as required.
- overseeing fund raising activities.
Article VI. Committees
Section 1. Committees
Committees may be formed on an as needed basis by a membership or Executive Board vote.
Article VII. Quorum
Section 1. Quorum
A majority of the membership present shall constitute a quorum at any meeting of the association.
Article VIII. Parliamentary Authority
Section 1. Parlimentary Authority
"Robert's Rules of Order (Latest Edition)" shall be the parliamentary authority of this chapter.
Article IX. Amendments to the Constitution
Section 1. Amendments
This constitution may be amended. repealed. or altered in whole or in part by a majority vote at any meeting of the association.
This constitution was completed and signed on May 20, 1997 by the first officers of the BCC ASEE-Student Chapter, term of officers effective June 1, 1997.
