All of the NY State finacial aid programs are administered through the New York State Higher Education Services Corporation ( HESC ), which also acts as the State's guarantee agency for the Federal Family Educational Loan Programs. HESC offers a variety of on-line services including information about financial aid programs such as the Aid for Part-time Study program ( APTS ) as well as offering you the opporturnity to complete an on-line TAP application.
